Judge Court-Orders Violent Sexual Offender to Woodward Resource Center

DES MOINES – AFSCME Iowa Council 61 President Danny Homan issued the following statement regarding a judge court-ordering a predatory inmate to Woodward Resource Center:

“In a move set to take place on Tuesday, a judge has court-ordered an Iowa Medical and Classification Center (IMCC) convicted felon with a history of sexual violence to reside at the Woodward Resource Center, a facility designed for individuals with intellectual and developmental disabilities. This offender was sentenced to IMCC, a Department of Corrections prison, for raping and beating a Glenwood Resource Center staff member, and completed his sentence months ago. The State obviously knows he remains a threat to society, or he would've already been released.

“Woodward Resource Center is not a correctional facility, nor does it employ Correctional Officers; employees are Resident Treatment Workers. They do not possess the tools or holding space that was present at IMCC to ensure staff and inmate safety. If placed at Woodward Resource Center, this man is literally one lock, either by door or window, from harming someone in the community, a vulnerable resident, or another staff member. The house where he has been court-ordered to live is less than 100 feet from public roadways. If I had a family member residing at either Woodward Resource Center or Glenwood Resource Center, I would be outraged.

“We hope this man gets the treatment and living environment that he requires, but for resident and staff safety, that simply isn't Woodward Resource Center. If Governor Branstad hadn't carelessly closed down two of our Mental Health Institutes, we may have a bed in an appropriate setting available for him. Unfortunately, we now rank among the worst in the country for our mental health services, and it's times like these when we see how irresponsible choices have consequences. The State needs to look elsewhere for secure placement, whether that's in Iowa or elsewhere.”
